Position Description

Trust Consulting Services, Inc. is a certified 8(a), SDVOSB firm specializing in Acquisition Management, Program Management, Financial Management, Information Technology and Facility Management in support of state, local and federal agencies. We have an immediate opening for a qualified Badging Specialist position supporting National Oceanic and Atmospheric Administration (NOAA), Silver Spring, College Park, and Hillcrest Heights, Maryland.

The duties and skills of the Badging Specialist position include but not limited to:

• Maintaining an in-depth working knowledge of the CAC/PIV program and the duties of each CAC/PIV role (e.g., PIV Applicants, PIV Manager, PIV Sponsor, PIV Registrar, PIV Issuer, Site Security Manger, PIV Card Issuance Manager (PCI-M), etc.)
• Provide sound technical advice and guidance to employees, contractors, affiliates, and volunteers with regard to matters pertaining to the PIV Program. Functions as the Alternate PCI-M.
• This includes the above roles for issuance of the Department of Defense Common Access Card (CAC) and relevant duties as Site Security Manager, CAC PIN Reset (CPR) Manager and related duties.
• Accomplish special projects in relation to the PIV program and uses appropriate approaches to perform a variety of duties related to PIV involving issues of a confidential nature.
• Conducts research and compiles data from diverse sources, assembles information and develops reports or presentations.
• Responsible for appointing, certifying and validating (with an appointment letter) the identity of the Sponsors, Registrars and Issuers.
• Confirms validity of NOAA required documentation Sponsors and that the Sponsors and their electronic signature are valid and on the facilities list of approved Sponsors.
• Determines when and if a temporary identification badge should be issued to an applicant pending background check requirements.
• Updates all daily tracking logs developed to maintain accountability and efficiency
• Monitors all PIV equipment to ensure it is running at optimal levels.
• Practices a high degree of operational security.
• Programs the appropriate access authorization into for NOAA staff at the Silver Spring Campus and within the National Capital Region (NCR) to gain access to approved facilities, suites, and secure areas.
• Issue initial and replacement NOAA access cards to authorized personnel and cancel (shred) access cards when necessary due to loss, damage, reassignment, and name change.
• Notify sponsors when access cards will expire.
• Prepare field office credentials and issue to the requesting component. Void all credentials and return voided credential to components when requested.
• Input data into system to document credentials issued, replaced, and voided. Maintain files on identification and access requests.
• Schedule and perform fingerprinting if required by the contract.
• Respond to questions and inquiries received through telephone calls and emails.
• Issue credentials to Department of Defense (DOD) Active Duty personnel and dependents.
• Serves as Site Security Manager (SSM) for CAC/RAPIDS and US Access/PIV-I role equivalent
• Verifies the identity of credential recipients, according to Defense Enrollment Eligibility Reporting System (DEERS), US Access and Department of Commerce Office of Security Procedures.
• Protects privacy, administers training, and ensures policy and procedure.

Must have 2 to 3 years of excellent customer service experience, possess excellent communication skills, experience working in a fast paced environment, ability to work in a team environment; possess tact and diplomacy in dealing with government clients. Ability to lift packages weighing up to 25 pounds. Ability to follow through on tasks and meet suspense dates and deadlines. Microsoft Word and Excel experience and the use of general office equipment; familiarity with access control policies, procedures and systems, and the underlying. Importance and necessity for such controls; must clearly write and speak English and demonstrate excellent verbal, written communication and analytical skills; requires the ability to effectively deal with both internal and external customers.


• Plans and carries out the successive steps and handles problems and deviations in the work assignment in accordance with instructions, policies, previous training or accepted practices in the occupation.
• Use of complex reference materials which do not always complement each other.
• Significant deviations from existing guidelines are referred to the supervisor.
• The work principally involves dealing with problems and relationships of a procedural nature in relation to NOAA's CAC/PIV Program/Process and registration and removal of credentials into the access control system, as necessary. The work consists of duties that involve related steps, processes, or methods for registering employee data into the PIV system and actual issuance of a PIV credential.
• The work often involves verifying the work of others, ensuring the work requested is authorized and correcting errors made by Sponsors, requesting officials or the customers themselves.
• The purpose of the work is to effectively manage all aspects of CAC/PIV production for NOAA NCR and to manage daily population of the PACS system with CAC/PIV data and to set permissions in accordance with verified needs, and to do so in an expeditious manner so the least amount of time is required of the customer.

Salary: Salary: $20 per hour plus $4.80 Health & Welfare fringe benefit if eligible.

Hours: Monday- Friday 8:00AM -5:00PM
